A very similar part comes with the Roland VH-11 Hi-Hat cymbal and controller when purchased new. Sometimes you may happen upon a used cymbal that does not have this part. It provides a firm rest for the controller which might otherwise be seated atop a hi-hat stand with a slick washer or more often no washer at all. With it's rubber surface on the top and bottom this rotation stopper prevents the controller from rotating. The Roland counterpart has a thin rubber pad on only one side, and the Roland rubber compresses over time. Roland amazingly does not offer this part except with the purchase of a complete VH-11 with controller, or with the controller alone through their parts department for nearly 0. So here's the answer, hand-fabricated by drumzrus and tested to work better than the Roland counterpart. It weighs less than two ounces packed, so shipping is next to nothing. It's just a piece on non-skid rubbber cut with scissors and glued to a 3" washer, but if you don't have time to go out and buy those parts and DIY, then here's the answer for not a lot of money.
